Washington, D.C. – U.S. Senator Barbara Boxer (D-CA) today announced that next week she will introduce the Common-Sense Concealed Firearms Act of 2011, which would require all states that allow residents to carry concealed weapons in public to have minimum standards for granting permits.

Senator Boxer said, “The tragic events in Tucson earlier this month are a reminder of why we need common-sense gun laws. This measure will establish reasonable permitting standards for Americans who wish to carry concealed firearms. According to a recent poll, more than 60 percent of respondents believe there should be a reasonable permitting process for those who wish to carry concealed firearms.”

Senator Boxer’s legislation would require all states that allow residents to carry concealed weapons to establish permitting processes that would include meaningful consultation with local law enforcement authorities to determine whether the permit applicant is worthy of the public trust and has shown good cause to carry a concealed firearm.

Currently, two states do not permit residents to carry concealed firearms, while three states, including Arizona, allow residents to carry concealed firearms in public without a permit. The other 45 states require residents to obtain permits to carry concealed firearms, but the majority of these states would not meet the standard set in this bill.

Senator Boxer plans to introduce the legislation when the Senate reconvenes next week.

This is likely an unconstitutional federal mandate to the states.

Another Federal Government interference into States issues.

Why do the politicians think that more gun laws would prevent a tragedy? There are laws that say criminals cant have guns, yet they commit crimes with them daily?
Drives me nuts!

Since when are "local law enforcment authorities" qualified, much less have the authority, to determine anyone's worthiness for anything? Even a speeding ticket is subject to review by a court of law.

Frankly a thorough FBI criminal background check as Texas requires is a lot better arbiter of someone's worthiness than what the local PD may or may not know about them.

The "show good cause" portion is also a blatant attempt to do away with the "shall issue" nature of CHLs in most states. Since when do I need "good cause" to exercise my 2A rights? My good record - as proved by my clean FBI background check - is MORE THAN ENOUGH information to verify my so-called "worthiness".

Sure she would. For herself and her elitist friends like former California gun carry permit holder Nancy Pelosi, who would be the only people PRIVILEGED enough to be considered "worthy" and showing "good cause" to need a gun permit.

This bill seeks to bring CHL policy of all 50 states inline with the "may issue" (more like fat-chance issue) policies of California and New York.

It will never pass.

In the news: Senator Barbara Boxer (who worked too hard for that title to accept being called "Ma'am" by a 4 star general) found her way to the front door this morning without accidentally setting herself on fire or breaking a nail.

If truth in advertising applied to the government, the "Common-Sense Concealed Firearms Act of 2011" would roll into LEOSA carry rights for all US citizens who can legally possess a handgun under Federal law.

In my opinion it is a clearer Constitutional violation than health care law, though that is 50/50 to be overturned. Congress has no authority to order state legislatures to pass specific legislation. I mean, then why have states?
