I think he must be confused by the fact that there are 81 house representatives signed on as author or co-author. The Capitol's website shows that the bill hasn't even made it to committee yet?

Yes, you are correct. Bill has not been referred to committee yet. It must also be read in committee and voted on, before going to the Calendar's committee, then voted by full House (unless they place on local and uncontested calendar, which is my favorite ;) )
