Picture Size Problem on my attachment

First, I decided to add an avatar to my posts. I picked out a picture and tried to edit it so it would be small enough to be accepted (80 X 80 or less). I got it down to 40 X 30 and submitted it. It was not accepted and I got this answer back: "avatar's file size must be between 0 & 6 Kib". Is there some trick to this?
Should I be using some other program such as photobucket, etc.?
