Query - When can a non CHL holder carry a pistol

A friend of mine asked me if he could carry a pistol in a backpack or case while he was out camping and canoeing, his rationale is just in case of snakes/coyotes etc. I am definately not qualified to answer this, I told him best bet was to get a CHL then it wouldn't be a problem.....other than in a car or to and from the range, or on your own property does the law specifically preclude carrying? I suggested he may be on safer ground carrying a long arm, maybe a shotgun.....is this correct?

You are correct. Legally he would be much more secure carrying a long rifle than a pistol. Aside from the places you mentioned and some weird historical reenactment and black powder kind of laws I believe you covered all the places it is legal for a Texas citizen to carry a firearm without a CHL. And the car only protects concealed carry, not open as the house or personal property would.
I cannot say I have looked into this at every angle though. Depending on the property he plans to do the camping on it may be possible, but unlikely.

Canoeing on Corps of Engineers body of water? No, he cannot have a pistol in his possession.
On
non-COE waters/lands,
without a CHL would be thin ice, IMHO, unless he were hunting.......maybe.....

I believe watercraft are now included in the motorist protection act; mentioned in this thread

That's right. The problem is when he gets out of the canoe.
