Texas PC §46.01 Section 9:

“'Machine gun' means any firearm that is capable of shooting more than two shots automatically, without manual reloading, by a single function of the trigger."
Does this mean, in Texas, I could have a firearm that shoots 2 round bursts and it would be legal to own?
What is BATFE's definition?

I look forward to reading other people's responses.

I wouldn't take that to the bank....

For the purposes of the National Firearms Act the term Machinegun means:
- Any weapon which shoots, is designed to shoot, or can be readily restored to shoot, automatically more than one shot without manual reloading, by a single function of the trigger
- The frame or receiver of any such weapon
- Any part designed and intended solely and exclusively or combination of parts designed and intended for use in converting a weapon into a machinegun, or
- Any combination of parts from which a machinegun can be assembled if such parts are in the possession or under the control of a person.
You still sure you'd like to try and push that particular edge of the envelope?

So, is a double barrel Shotgun an automatic or not?

Aren't there two separate triggers, one behind the other?

This question makes no sense, but If I understand it they way I think the author means then the answer is: If a double barrel shotgun has one trigger then it fires the barrels seqentually, first pull fires one barrel and the second pull fires the other. If it has two triggers, one for each barrel, then each trigger counts as one pull.

Makes sense if there are shotguns that pop both barrels at once.

It sounds like the difference between state and federal law for felons. After some time, Texas doesn't care if felons have a firearm in their own home, but the feds never forgive.
