OK, this is the first time I have been aproached about this. I did a search and didn't find much.

I know GC 411.173 NONRESIDENT lICENSE says the State shall establish a procedure. What is the procedure? I can't find anything in the book or on DPS website.

I know they have to take a class here in Texas. I am dealing with a couple from MO that is here for the Winter.

Procedure:
1) Take the class (in Texas)
2) Fill out the application
3) Pay the fee
4) Use native-state's drivers license when asked for license number

Pretty much the same as resident CHLs

The procedure is exactly the same as a resident licence with two additional requirements that aren't in the law but DPS requires. First, a color copy of the front and rear of the applicants resident DL or ID from their state. Second, the contact info for the applicants local CLEO.

That was not required when I got a non-resident license one year ago.

DPS has made a lot of changes to the application process in the past few years. Online affidavits. Prohibiting traditional inked fingerprints. Etc. Under the same topic...I have a prospective student that maintains residence in both Florida and Texas. Enough documentation to show proof of Texas residency but holding a current FL DL. I told them that they would receive a non-resident license due to the FL DL but was asked this question..."If I were to go get my Texas DL would I then be eligible for a resident Texas CHL?" Since they can prove dual residency for several years but with a new Texas DL (date considered), how would I approach this?

As far as I know, the license has the address of whatever DL its issued against. I believe tha the only significance of a. Nonresident license is the out of state address.

The case here is they plan on taking the course with the FL DL documentation and then acquiring a TX DL shortly after it's issuance or during the course of DPS CHL acceptance. I have advised them to get the TX DL first BTW. The question is, would the CHL address readily be changed to represent the TX DL upon request and payment of fee without the state having knowledge of length of residency.

Again, as far as I know, you can change the address of a CHL for $25. I believe that it can be done to change a FL addr to a TX addr. once the TXDL is available (If I understand what your asking). There is no longer a 6-month (or whatever it was) residency requirement since the license can now be issued to out-of-state people.

I believe the application requires five years of residence history.

But once the license is issued, the address can be changed for $25. Even if it's changed from FL to TX.

I've read the comments on this thread, but wondering if anything new to Non-resident CHL since 2011(last post) has been added. Had a question on a Texas CHL
from a holder of an Alabama Driver's License..
