"Concealed Handgun License : Manufacturing Pending"
Does this mean my actual license is being made and it'll be in the mail soon?

That's exactly what that means!
Here's my timeline. Your Mileage May Vary but should be close. Nothing like the smell of fresh plastic!

2/25/12 CHL Class
2/28/12 Packet Mailed
3/01/12 Delivery Confirmation
3/20/12 BG Under Review
3/29/12 BG Check Completed
3/30/12 Manufacturing

Well....not quite. It actually means it has been moved to the pile that will be sent down to the mail room to be mailed sometime in the next two weeks. With the holidays coming, i'd expect that your plastic will be sent out end of next week. Maybe you'll have it in hand week after next.
