Can you owe $$ to the state comp for student loans

The wife took a class and she has gotten a letter from the state comptroller saying we owe $$ , can she still get her CHL??

"Finally determined" is understood to be the result of a process. There would have been previous collection attempts and some sort of correspondence telling you the outcome.GC ยง411.172. ELIGIBILITY. (a)(11) has not been finally determined to be delinquent in the payment of a tax or other money collected by the comptroller, the tax collector of a political subdivision of the state, or any agency or subdivision of the state;

I think it's due to the phrase "finally determined to be delinquent" in the statute. Owing money, and determined to be delinquent are different situations. If the OP knows his wife has been determined to be delinquent for a fact, then the statute speaks for itself.
