Carry Caliber

I haven't emailed DPS yet but I plan to, just thought I would get ya'lls opinion as well. I'm a new instructor and have only taught one class so far so I'm still working out the details. A friend who already has his CHL asked about carrying a 22 caliber pistol. I told him that it has to be a 32 caliber or larger to carry with CHL. His argument is that the rule states that a person has to qualify with a 32 caliber or larger but it does not state they can only carry 32 or larger.
I can see his side of the argument, however, why would DPS require 32 caliber or larger for qualifying if they did not intend for you to carry the same. I don't believe his instructor told him that he could carry a 22, but he was recently given a small 22 as a gift and wants to carry it.
If the law does require a certain caliber to carry please just tell me where to look so I can pass on the knowledge. Like I said, I plan on asking DPS so if I every get an answer from them I'll post it as well.

no caliber requirement to carry
Only to qualify of .32caliber or bigger
you CAN carry a .22 if you wish.

You can carry anything that you can conceal. The restriction is for qualification only.

Why the minimum size for qualification, if you can carry something smaller than that?

Who knows why they do anything they do.
When the law was first passed, you had to qualify w/a .380 or bigger - both students AND instructors. Then they lowered the minimum caliber to .32 for students (instructors still need a .380).
Probably so James Bond could qualify w/his PPK. :)

RULE ยง6.73 Firearm Proficiency Training Equipment
An instructor applicant must bring the following required equipment to firearm proficiency training: one non semi-automatic handgun; one semi-automatic handgun; ammunition; ear protection (over-the-ear) and eye protection; other appropriate protective clothing; and other equipment as determined by the department. Handguns must be at least .32 caliber. No optical enhancers will be allowed for instructor applicants or for applicants of concealed handgun licenses.
