Read this:
Police are warning residents of the South Shore neighborhood of a string of November robberies.

The robberies have happened in the area bordered by South Yates Boulevard, South South Shore Drive, East 72nd Street and East 74th Street, according to a community alert released by the Chicago Police Department on Saturday.

A suspect or suspects have displayed a black steel handgun and announced a robbery, police said.

Police described a possible suspect as a black man between 20 and 25 years old, 5 feet 9 inches to 6 feet tall, weighing 150 to 190 pounds, with braids or dreadlocks.

Residents are encouraged to remain alert and stay calm in the case of a robbery.

Anyone with information is urged to call Area South detectives at (312) 747-8380.

That's why the guy is in Chicago instead of Texas - he doesn't have to worry about law abiding citizens shooting him.

My pet "tinfoil hat" theory on places like Chicago is that they DON'T want too many of the criminals caught because it always gives them an excuse to raise taxes "to beef up law enforcement". Of course, they never actually get around to doing that, its a rinse and repeat kind of thing.
