In regards to the OP yes on the IWB... Although as others have pointed out there have no court cases yet to sort it out...

It's generally accepted that a holster that attaches to, requires, or uses a belt for support is considered a belt holster. "Belt holster" is not expressly defined in statute. If there ever a question of whether or not a holster is a belt or shoulder holster - you would get a meaning that most benefits you in court, but I know that's the part most people want to stay clear away from.

In my opinion, IWB holsters are absolutely belt holsters because they clip to the belt.

This was mentioned in the instructor class. If you have a belt on and it is directly attached you are good to go. If you don't have a belt on and hang it from the waistband, inside or outside, it's a no-go.

I have carried in my ranch rig drop leg around 5 police officers so far. One was a DPS traffic stop on Friday. Not one word about a drop leg not being a legal OC holster. But mine is VERY high. Safariland drop flex adapter on the middle set of holes for anyone who is familiar. About the same drop as the 6365 1.5" low holster.

If a drop leg passes muster, then an IWB waistband holster, with a belt, should be fine.
