Open Carry on Virginia CHP License

A friend with a Virginia Concealed Handgun Permit asked me this question. Since Texas and Virginia are reciprocal states, can a Texas resident open carry in Texas legally with a Virginia CHP license?

Yes. Texas does not require residency with VA. So a person with a VA licence does not have to be from VA to utilize the VA licence in Texas.
But he must abide by Texas gun laws while in Texas.
