Article does not say how illegal this all was.

Handgun used. Illegal for someone to carry a gun on the street. Illegal for someone to shoot people randomly. Gun had to be registered. Citizen with the gun had to be licensed. Shooter and gun were most likely not. Gun was not unloaded and in a locked box at home, so that's another violation.

Canada just passed some tighter regulations as they are not as tough as places like Australia or England, which are both islands.
