Back in the 1990s, a young man by the name of David Hahn came very close to building a nuclear reactor in his mother’s garden shed. He might have succeeded had he not had a chance encounter with police. The EPA had to come in and clean the site up in 1995. The wikipedia article on Wilson mentions that he has designed a small reactor using uranium and plutonium that is not weapons grade. It could be buried in the back yard and only needs refueling once every thirty years. It would produce about 50MW of power. At age 14, Taylor Wilson (born in Texarkana, Arkansas) became the youngest ever to achieve nuclear fusion. That was in 2008.

These guys might be a little bit above average, but it is certainly possible.
You can build one. It's been done. I am reminded of the story of the man from Arkansas who lost a fuse to his headlights in his pickup after frog gigging at night. He used a 22 cartridge in its place. Supposedly the cartridge heated due to the current and discharged. Shrapnel apparently went in the one place a male driver would not want it to go.
