I just got my license in hand today 30 Mar 2013. Took 69 days from the time Texas CHL had my paperwork. I took my CHL course 12 Jan 2013, they received my packet 21 Jan 2013.

I took my CHL course 12 Jan 2013. Texas CHL received all my paperwork on 21 Jan 2013, I just now got my CHL today in the mail. It took 69 days from them receiving the paperwork to me officially having my license in hand.
