Why January 1st? Most new legislation goes into effect September 1st, which is the start of the fiscal year and new budget in Texas.

Just as an aside... You'll find that "I forget I'm wearing a gun" feeling a lot sooner if you start wearing a T-shirt between the holster and your skin. Rubs raw a lot less often.

As a practical matter, I never (EVER) would hand my loaded weapon to anyone (except I suppose if we're side-by-side on the range shooting the thing, though I've never done THAT either).

Better yet, why doesn't Colt relocate to Texas? Connecticut is less than gun friendly and Texas played such an integral role in the early development of Colt that we'd make a great fit for them.
