Might be able to accomplish similar by putting the upper in the freezer for a bit. Dissimilar metals expand differently.

Primers are not easy to chemically deactivate, and I certainly wouldn't trust an attempt to do so.

Owning a 9mm 1.0 and a 45, I like both but prefer the 45. Everyone that's shot it expects a lot more kick and is pleasantly surprised.
And you only give up a single round of magazine capacity for the larger cartridge.

If you search around the woodworking sites, you'll find several different solutions for wiring in the dust collector. I'm not an electrician, but I'd be careful running the current of the vac through the same switch without knowing what it's rated for. Plus, a pigtail hanging in the saw cabinet soun...
