Provided that Quik-Load has 165 gr. bullets in the database, that's likely as close as you'll get without an actual pressure test of a handload. As far as minor power factor at say 130 with a bit of cushion, you only need 788 FPS to do that.

Follow the manufacturers instructions for setting up your dies. I don't know what your seating stem looks like, I use REDDING Standard FL dies without issue, I passed on the small base dies, but obviously there is too much force being placed on your bullet.
