A licensee carrying a gun in his car is not carrying "under the authority" of his LTC, therefore 30.06 does not apply, as it does not apply to a non-licensee. Well as far as I know, at least the parking lot part is not valid as they are directly prohibited from preventing you keeping a firearm in your locked vehicle by the "parking lot law." Yeah, my understanding is that they only get involved with a shooting or something of that sort. If you get involved in "weapons in places prohibited" or anything else like that, you're still on your own.
