There are indeed new regulations for off road vehicles... Motorcycles and atv's anyway... I do not think that it applies to street legal vehicles. Mine was factory WWB...

The casing was evidently damaged by machinery @ the factory, it was obviously defective, but I wasn't looking at the rounds as I loaded them
