Is this limited to farms? What if I don't have a farm, but I do have 1, 20, 30, or 100 acres and my kid operates a riding tractor to help mow the yard or whatever? Can they restrict me from having my kid use my riding tractor?

I could see it now. If I were the next president after the Obamanation I would go through at least a box of Executive Orders and pens in the first day.
