It's likely he decided to pick his fights. No sense in protesting just to score points if it makes his life harder. As a Republican Senate leader, he has to deal with the current administration. Poking them in the eye when it produces no useful result is simply bad policy.

It's probably more accurate to say that grid failures CAN be cascading events. The article above says the real cause was a software bug that prevented operators from knowing they needed to redistribute the load.
