The Governor can't send it back. If he vetoes it, it's a major loss for Texas CHLs! The Carona amendment will be used to our advantage in 2015.

Charles, I submit that Senator Birdwell would be the perfect sponsor for the bill. Here's what he had inserted in the Senate Journal regarding the vote on HB 508.
Senator Birdwell submitted the following reason for vote on HB 508:

Today, I voted against House Bill 508, which would prohibit a state agency or political subdivision from providing false notice to a CHL-holder that entering certain government premises with a concealed handgun is prohibited. Though I initially supported the bill, I ultimately voted against it due to the addition of an amendment allowing CHL-holding elected officials to carry their firearms in all locations prohibited to regular citizens. Though I am an unwavering proponent of Second Amendment rights, I could not in good conscience grant myself a privilege that I had failed to first grant law-abiding citizens. Concealed Handgun License holders are allowed to carry almost everywhere they go. In my judgment, if we are going to expand when and where Texans can legally carry a concealed firearm, we should start with our citizens–not our lawmakers.

If Birdwell sponsors it, he has the high moral ground, and he can present it as an attempt to correct a terrible injustice done to the citizens by their legislators.

Looks like campus carry (HB 972) will die again this session. You young pups will have to take up the torch. I give up.

Looks like they're doing cleanup now before adjourning for the night.

HB 3142 just passed 29 ayes, 2 nays. SB 1400 was attached by amendment.

??? I think you mean HB 3142, and yes, it's on today's intent calendar. They just extended the session to 10:30 tonight, so maybe it will come up.

Yes, but depending upon the circumstances it could be justified under the Penal Code 9 statutes.

Can you clarify what this does.
A license holder commits an offense if the license

Hopefully Charles will give you the legal view. My POV is that the former requires you to affirmatively conceal the handgun. IOW, you must make sure the handgun is always concealed. The latter means that it's only a crime if you deliberately reveal your handgun in a way that's designed to alarm people. So, reaching for something on a shelf and exposing your weapon would no longer be a crime. (It never was, but some interpreted the law that way.) Furthermore, it clarifies that it is legal to display your handgun if force is justified under the law, eliminating the very real possibility that you could do so in a justified manner yet still be charged with a crime under this statute. (There is actually a case that Charles has cited where this happened.)

HB 48 Relating to the procedure under which a person may renew a license to carry a concealed handgun.

HB 508 Relating to certain offenses relating to carrying concealed handguns on property owned or leased by a governmental entity; providing a civil penalty. (This makes no sense since it passed yesterday.)

HB 972 Relating to the carrying of concealed handguns on the premises of and certain other locations associated with institutions of higher education.

HB 1076 Relating to certain firearms, firearm accessories, and firearm ammunition within the State of Texas; providing an exemption from federal regulation and providing penalties.

HB 3142 Relating to handguns used to demonstrate proficiency in handgun use for purposes of obtaining a concealed handgun license.

HB 3370 Relating to the authority of certain retired peace officers and former reserve law enforcement officers to carry certain firearms.
