HB 48 just passed. Three more to go.

Unintentional unconcealment is not illegal and never has been. However, the current wording 'fails to conceal' sticks in the head of many and they don't remember the 'intentionally' part in front of it. This includes law enforcement who arrest someone for failing to conceal when it was really unintentional.

With the wording change, I say that 'display' means to purposely show the item as a shopkeeper would display their merchandise. When you display something you WANT it to be seen. So, I believe the change will definitely clear up the misinterpretation if a weapon gets accidentally exposed and will help prevent those who might be in a position to cause the CHL problems if they see the weapon from hassling them.

??? I think you mean HB 3142, and yes, it's on today's intent calendar. They just extended the session to 10:30 tonight, so maybe it will come up.

The Governor can't send it back. If he vetoes it, it's a major loss for Texas CHLs! The Carona amendment will be used to our advantage in 2015.

HB 3142 just passed 29 ayes, 2 nays. SB 1400 was attached by amendment.

Exactly what is the benefit in HB 3142? I'm having trouble with the lineouts. Does it eliminate the SA/NSA categories, and allow someone who qualifies with a revolver to carry either the revolver or SA, just as qualifying with a SA allows carry of either?

HB3142 removes the SA/NSA distinction. SB1400 that prevents cities from regulation the ownership and possession of airguns was added to HB3142 as an amendment. The House will probably concur, but if not, a conference committee will be appointed. HB3142 should be fine.

Looks like campus carry (HB 972) will die again this session. You young pups will have to take up the torch. I give up.
