Notice the article's snide remark "it's based on an AR-15 of all things."

If this device stops traffic deaths from high speed chases, it's a good thing.

But police forces need enough people to track down the perp later. Which allows the perp to either throw evidence, or sober up.

The Guardian’s lower receiver — the part of the gun that holds the stock, pistol grip, trigger assembly, safety switch, and “magazine” — is interchangeable with any other AR-style rifle. (Amusingly, since the AR’s lower receiver is the part that contains its serial number, these may legally count as AR-15s.)
"May" legally count as an AR-15?
There is no "May" about it, Mr. DaSilva - this weapon is an AR-15 and is subject to all of the federal rules and laws around firearms.
