Utah CFP Eligibility
To be eligible for a Utah Concealed Firearm Permit, you:

* Must be at least 21
* Must be fully qualified under federal and state laws to purchase and possess a firearm
* Must not have been convicted of a felony
* Must not have been convicted of a crime of domestic violence
* Must not have been adjudicated by any state or federal court as mentally incompetent
* Must not currently be subject to a Protective Order
* Must not have been convicted of a Class A misdemeanor in the past 5 years
* Must not have been convicted of a Class B or Class C misdemeanor in the past 3 years
* Must not have been convicted of a DUI OFFENSE in the past 6 years

So a traffic ticket makes you ineligible for 3 years?

Nope. Utah does not consider Class C misdemeanor traffic violations to be criminal offenses.

I'm not very familiar with the MPA program, but I do not support LESS training. The responsibility of carrying a concealed weapon should not be taken lightly! Personally, I think the we should be doing more training. I am going to contradict myself here, but I'm not sure how else to say it. I believe the government should not impose regulations that restrict my RKBA. In contrast to that, some people scare me….this world is full of idiots who can not comprehend the difference between LAST RESORT and I feel like this guy should be shot. This is where we as a society pull together to make rules (laws) in order to protect the innocent. Most of us had parents who had rules that we thought were silly, but they were only trying to teach us.

There was a recent case where a young man (TX CHL holder) thought he was being chased by a vehicle so he fired aimlessly out the window at the other vehicle. My understanding is that he killed a young girl in that vehicle. While we won't ever be able to stop everyone from making impulse and inappropriate decisions, I have to wonder what kind of instruction he received in his CHL class. In my CHL classes, I teach what the state mandates, but I always place huge emphasis on using all available resources before you pull that trigger. I personally know someone who received their TX CHL without ever attending a class. They paid the instructor a hundred bucks, filled out the paperwork and sent it off to the state. I've done my best to educate that person on what all they missed out on, but they don't simply don't get it. I've had some students come through my classes who decided not to get their CHL because they don't feel like they are capable of making split second decisions or realize that it's just not for them.

In summary, programs which require little to no training is only jeopardizing the safety of that person and the safety of those around him or her. Ask yourself this, why do police officers get firearms training? Should police just know the laws and receive no actual firearms training? I know we're not the police, but we have our guns for the same exact reasons.

I might even go so far as to suggest self-study is far preferable to being taught bad information.

When I read this I thought you were referring to another states concealed carry program. Guess it was too early and my brain had not woke up yet.

Anyhow, now that I realized you were talking about the Motorist Protection Act, I can say I fully support the MPA. I don't see this as a loop hole to bypass getting a CHL. Having a weapon in your vehicle is much different than carrying a weapon on your person….at least in my views.
