Thanks. By the federal link, I would be below the monthly but not the yearly. The DPS fee schedule shows the yearly, but as you posted, the law says, "not more than 100 percent of the applicable income level established by the federal poverty guidelines." Since it doesn't specify monthly or yearly, and the feds post both, then either should be legitimate.

What I've looked at is the renewal website, which lists under Required Additional Supporting Documents "Copy of IRS tax form 1040; OR Notarized statement of indigence; OR Copy of an application for government assistance; OR Any official document showing the applicant's income and their dependents." So I suppose I just submit one of those with the CHL-100 and the DL copy.

Nothing with the government is "really that simple". Since I don't have the information or experience to know for sure, I will have to wait and see the final outcome. Interestingly enough, there was a case in Michigan recently where a man won Two Million dollars in the lottery and was eligible to continue to receive food stamps, as the lottery winnings were not considered income........The food stamps were based on his monthly income, which remained very low or was non-existent, I forget which.

it depends on what the qualifications set by each desired thing, and meeting those qualifications.
And, some people set up various types of Trusts, so they don't "own" things, (besides transfering/owning/posessing certain types of firearms) like some Medicaid recipients who make say $5.00 a month too much may or may want to investigate a "qualified trust" to see if it's good or bad for their situation... like for example a college student with too many assets might look into a 4-year self-terminating trust .... which ends about the time of graduation ... just be sure you pay your loans back, and get a job and pay a LOT in Taxes later

The criteria for each varies, like someone may not qualify for Medicaid, but might qualify for County Indigent medical programs .... might not qualify for food stamps, but might for a food bank, ... school financial aid might not care if you are a billionaire, if all the money is in retirement IRAs which they didn't count as income nor assets.
Requirements/qualifications vary for different programs.
You might get a cheaper one-time every so many years discount on fees/fee pass for State Park admittance or cheaper fees on this or that, but not qualify for some program they give you money every month...
For CHLs. in Texas; they look at income and didn't ask how many expensive guns you own ... you might own a million dollars in collectable guns for "investment" purposes to sell later ... or even diamond/gold mines you own nor oil wells you own that are currently capped and not producing nor how much livestock you have on the Ponderosa Ranch ....
A one-time fee discount of a hundred bucks or so qualification is generally easier to qualify for than a monthly benefits check to support a whole family or pay hundreds of thousands in bills for a person.
And, IMHO, that's how it should be considering that a lack of dollars at a certain time in life shouldn't deprive anyone of a Second Amendment right, which some choose to restrict by licensure. So, a CHL fee exemption should be "easier" to get than Federal/State benefits of a monthly income etc.

This has all become a moot point (US definition) for me because late yesterday I found out that I was accepted for a transfer I had applied for within the same agency. No break in service and the same pay rate.
So do I qualify as indigent? No.

I'd sooner eat rice and ketchup than take any more hand outs from the govt. I regret every subsidized student loan I received. Even if I legitimately needed and qualified for aid from the govt, I don't think I could do it. And yes - this is coming from a govt employee.
I don't think you'll qualify, but even if you don't, there are plenty of opportunities (I've even seen some presented on the forum) to earn the full price of a CHL app.
