That's a start. Where is that instruction located?
I think I've only seen it in the stuff when the new one arrives.
What stuff?

There used to be a requirement to return the old license if you had a change of category (like NSA to SA). When the categories went away, so did the requirement to return. :tiphat:

Here it is, from the 2013 version of the CHL-16:
GC §411.184. MODIFICATION. (a) To modify a license to allow a license holder to carry a handgun of a different category than the license indicates, the license holder must:
(1) complete a proficiency examination as provided by Section 411.188(e); and
(2) submit to the department:
(A) an application for a modified license on a form provided by the department;
(B) evidence of handgun proficiency, in the form and manner required by the department;
(C) payment of a modified license fee of $25; and
(D) one or more photographs of the license holder that meet the requirements of the department.
(b) The director by rule shall adopt a modified license application form requiring an update of the information on the original completed application.
(c) The department may modify the license of a license holder who meets all the eligibility requirements and submits all the modification materials. Not later than the 45th day after receipt of the modification materials, the department shall issue the modified license or notify the license holder in writing that the modified license application was denied.
(d) On receipt of a modified license, the license holder shall return the previously issued license to the department.
(e) A license holder whose application fee for a modified license under this section is dishonored or reversed may reapply for a modified license at any time, provided the application fee and a dishonored payment charge of $25 is paid by cashier's check or money order made payable to the “Texas Department of Public Safety.”
(That entire portion of the code has been deleted.)

The paperwork that the license is stuck to?

Uh oh. I've never returned any of mine and they've never asked about them.
I am not and have never been a LEO. My avatar is in honor of my friend, Dallas Police Sargent Michael Smith, who was murdered along with four other officers in Dallas on 7.7.2016.

I believe my renewed license was on a plain white card, just like my original was.
