I don't know if anyone has been prosecuted under Florida's new law, because unenforceable signs started coming down in batches when the law passed! I doubt there's anyone to prosecute.

Withhold state funds to any government entity who does not follow state preemption laws. If that doesn't work then work on a more severe punishment.
Also would be nice to hold Police Chiefs, Sheriffs and Constables accountable to this as well, if the only basis for an arrest is because a city or any other government entity posts such signs, when it's known that a CHL holder is legally allowed to be there.
I am totally in favor of law enforcement, but I am also in favor of clear cut laws. People shouldn't have to spend their money hiring a lawyer to defend them when the state law is clear on an issue.
