Maybe they're trying to figure out what people are willing to pay for these things to gauge how much they can or need to tax them to make it undesirable for us to purchase.

Luckily the Tax does not apply in all cases...
• Acquire a firearm or ammunition during a stay outside the United States, use the firearm during your stay, and then import the firearm into the United States

Covers import and export of weapons, components, and related technologies.

The State Department ITAR license is a minimum of $2,250 and goes up from there depending upon revenue. This is the reason I chose not to sell cast bullets as a side business. Even if I never exported cast bullets, I would have still been required to obtain the ITAR license.
