I want to know where he/she got the information that makes him think the State does not recognize CHL as an ID.

Some people don't drive, so no DL. Lots of elderly don't have DL because they are unable to drive anymore as they have a chauffeur drive them around. However, they do have a CHL.

How did they get a CHL without a DL or ID card? I thought applicants need a valid driver license or identification card to apply for a Texas CHL.
