Deer Trail is offering to pay random people to destroy other random people's property? That can't last for long... What if someone gets all the proper clearances to send up a very expensive drone to do weather research or something, exclusively in public airspace, and it gets shot down? As soon as the city has to reimburse the first "victim", they'll stop doing it.
