That's a valid point. It's also very difficult to tell the difference between a LEO asking for something and an LEO demanding something until you're in trouble. Asking for something is just a normal LEO / Citizen encounter and, as mentioned above, they can ask for whatever they want. Parsing out the difference is a very fine line, especially LEOs (like the public) do not have to be truthful.
