This doesn't make any sense.
Texas is now one of nine states to have laws allowing weapons on college campuses. Of those, four are “shall issue” states, making it easier for them to deny licenses than Texas.
"Shall issue" makes it less easy to deny licenses, it seems to me.
Luckily, I have enough willpower to control the driving ambition that rages within me.

Even with reductions in training, Texas still isn’t the easiest place in the U.S. to legally carry a concealed handgun.

Six states don’t require a permit at all to carry a concealed weapon in public. According to the Law Center to Prevent Gun Violence, Texas falls in the next category: a “no discretion shall issue” state. Seventeen other states — North Carolina and Michigan among them — fall into this category. This means as long as applicants meet the state requirements, the state will issue a license.

The next category is “shall issue” states with limited discretion, which means law enforcement officials can choose to deny an applicant even if the requirements are met. Nine states fall into the strictest category, which is called “may issue.” This means law enforcement officials can deny a permit if they think an applicant lacks good character or doesn’t have a good reason for carrying a weapon.

The more I read this, the less sense it makes.

I've never heard of "shall issue with discretion."

"May issue" is mostly "rather not."

Of course, getting information from The Law Center to Prevent Gun Violence is probably not the best way to prepare such an article.

Perspective in word choice

And one of ? (I actually don't know anymore, I stopped counting it's a growing number as laws prohibiting it disappear) 24 to 27 States? (close to or over half the Nation?) not having laws forbidding Concealed carry on Campus? (Meaning no law prohibiting = concealed carry is "ALLOWED" there)

Just as Texas had no law prohibiting GUNS ON CAMPUS ... so they have been ALLOWED "on campus" even rifles which were NOT concealed ... prior to the "laws allowing"... they were "allowed" (just not inside buildings where there was a law prohibiting etc etc etc

How many Certified Tex Instructors were there?

20 years ago when I was certified by Tex DPS it would have been 1 Instructor per 5 Students..

Has it changed? :rules:

Ten years ago when I got my CHL, we probably had a dozen shooters on the line.
In fact we went to the range in shifts.
