Here is a little more info I have dug up on HCAD. You can download all of the data from HCAD. The database files are tab separated text files. They are available here. http://pdata.hcad.org/download/index.html
The file that seems to have what we want is Real_acct.txt that is inside of the file Real_acct_owner.zip
In the interactive map on the main HCAD page, XV is the State Code to designate an exempt property. In the download, exempt property is listed as X0-X9. X1 is Governmental Exempt.

If someone has a place to host it, I have an excel file from the HCAD data of just the X1 properties minus US properties and properties with no street number (roads, monuments, etc). It is about 4.5 MB.

I have taken my Excel file, and uploaded the addresses to google maps. It seems like there may be some things missing, as I did not see a pin on the Hilton hotel by the GRB.
If anyone wants to poke around, the map is here.

Re: SB273 and property owned by a government entity
Several years back, when the NRA show was at GRB, the NRA used the adjoining Hilton Hotel as its host hotel. I went there for a seminar during the convention and was greeted by a 30.06 sign.
I called NRA and asked why they would support a hotel that didn't support the Second Amendment. Got a bit of a runaround on that one.

God and the soldier we adore,
In times of danger, not before.
The danger gone, the trouble righted,
God's forgotten, the soldier slighted.
