The law doesn't specify that you need a retention strap. Only has to be a "holster" . Now if you watched the abilene PD video on open carry, you know that you can also carry your firearm in a flip flop, provided it's on your belt.

The number of down votes on that video is interesting, as well as the contents of some of those comments.

I gave it a negative vote as I do not like government agencies playing word games in order to mislead people. The message they give is self conflicting when they threw that in about the prohibited places. Why did they pick the specific locations they picked? Why did they not specify 30.06 and 30.07? I say it's one of two reasons. Either they didn't know or they are being intellectually dishonest.

At the 35 second mark she mentions that concealed handgun licensed persons have been able to carry for several years and now they can carry openly.

Nowhere in the video does she state that if a person does not have a license to carry that they can not. This could be confusing to some people.
