Every source o see for the open carry law says you must have a holster that fastens to your belt. Belt hip or inside waistband or shoulder holster.
What about a paddle holster? They are not strictly attached to the belt

I don't recall any portion of the law saying that the holster must be fastened to a belt. What it does say is that it must be a belt or shoulder holster. Read up on this discussion a little here.
