Since it is called a "Handgun license", it is grammatically correct to refer to a "Licensed handgun." A licensed handgun would be a legal handgun carried by a person licensed to carry it.

I do not think businesses who take government money (corporate government "cheese"), have the right to deny. Government entities not specifically exempted, are forbidden from posting 30.06 or 30.07 signs. These government entities should not be able to circumvent the law by outsourcing to private organizations.
HEB, for instance, takes municipal utility payments, sells stamps, and in some locations sells Hunting and fishing licenses (along with other things). Not to mention millions of dollars made through the food stamp program. I am not so sure they should be allowed to post the signs. Courts have already ruled on other such laws, and upheld that such businesses that fulfill government functions are bound by regulations that restrict government agencies.

The proper extension of the logic would be none of these "Private" colleges banning concealed carry should be able to considering almost all of their income is government sponsored.

I shop at Kroger too. I appreciate their not posting signs on OC or CC. I wish more business had their attitude on this. I do wonder, however, if their attitude would change concerning OC if they started getting complaints from customers about people shopping there openly displaying firearms?

Comparing a governmental entity with a grocery store that sells postage stamps is a stretch. I strongly doubt that the government is trying to circumvent handgun laws by using HEB to sell postage stamps. Sorry, my imagination is not that elastic.

They are the OFFICIAL bill pay location of 10 different City municipalities in Texas, they sell Hunting and Fishing licenses, take payments for various city services, and receive millions of dollars from citizens in the form of Food Stamps.

At best they recoup their cost. These services may even be a loss-leader. I truly don't know. But I doubt it's a profit driver.
None of us has any information whatsoever about HEB's cost/profit structure or motives in offering all these government connected services.
It would be interesting to find out how many Legislators have ever taken a college English course, let alone passed any, let alone a Masters Degree in English.
Bills are passed or not by votes, the ebb and flow of support or opposition, which is neither historically or logically based on logic, especially at the Lege. The specific provisions are almost always fashioned in the crucible of compromise, often enthusiastically and bitterly debated, and more so when controversial.
Sometimes these threads resemble a Monty Python sketch, entertaining but scarcely informative or enlightening, and occasionally bringing to mind the old logical saw about an infinite number of monkeys at an infinite number of ahhh, keyboards.

HEB is pro-gun. HEB thinks OC or the publicity around OC is not good for the grocery business. And they made their decision. Going after / boycotting HEB is wasted effort. There are real battles to be fought. HEB is not the enemy.
