Would anybody please recommend a spotting glass that's good for up to 400 yards? I am not planning to spend $150 if possible or am I dreaming?
Mostly I want to see 223 holes out at 100 yards and 308 at 200 if that.

Inexpensive glass isn't made for those kinds of distances. If you get a cheap Barska or similar, you will regret wasting the money the first time you look through it.

And while I can easily see .223 holes at 100 yards I am certain that I
would not see those same holes at 400 yards.
But since this is the low end of the Kowa line, and it is a fine scope, I
would imagine that some of their high end scopes might fit your need.
But don't be disappointed if you cannot find anything reasonably priced
to see holes out beyond 300 yards.

I have a cheap BSA with a 45º eyepiece that works ok out to 600 - to see spotters, not to see holes! It is unsuitable for even seeing .223 holes routinely at 100 yards - depends what you are looking to see. It is about $100 retail, new.
Jim Owens sells a Konus - http://jarheadtop.com/ and scroll down - for $260 that a lot of Highpower people like a lot. He also sells Kowa scopes but you did say you had a budget. Hope this helps.
