Regarding the question as to whether or not the tenant has apparent owner authority of the leased property, I'm confident the answer is yes. If the answer was no, that would be a HUGE problem because in 30.06 and 30.07:

For purposes of this section, a person received notice if the owner of the property or someone with apparent authority to act for the owner provides notice to the person by oral or written communication.

So, if the tenant did not have owner authority by virtue of a lease agreement, then they could never post 30.06/30.07 signs or verbally tell you to leave their business. I doubt that's the intent of the law.
