A friend of mine was arrested in the early 80s in Florida for battery while active duty in the air force. He was released after paying a $35 fine and that was the end of it. He recently applied for his Texas chl and the DPS told him he did not disclose the arrest. He said he really forgot about the arrest and they told him it would be incomplete until he got a copy of the police report and court records. The arresting PD had no record of him and the court only had the charge and the fine but no information toward the actual report. He submitted the court document and the dps said they needed the name, contact information and his relationship with the victim. Again they said the application would be considered incomplete. The problem is he does not have the contact information of the person.

He did not receive any disciplinary action from the military. He served 17 more years and received an honorable discharge after serving 22 years. I believe the dps wants the info of the victim so that they can see if it was some sort of family violence which would make him ineligible.

He regularly buys firearms but usually there is a delay. I believed the fact that he is not a natural born citizen had something to do with that though. Would he be considered ineligible for a Texas chl?

The only way you're going to know if he's ineligible is by finding that contact information. The DPS obviously isn't going to do it for him. I would start by using the internet. He may have to hire a detective to get the information.
