I like it, but I would suggest one modification for easier readability and comprehension.
It lists Population, then CHL holders.
Then it lists Non-CHL (general population) convictions, followed by CHL convictions.
So we see first the general population number, then the CHL number in the first two cases.
The third case, however, reverses the data. The percentages of convictions shows CHL holders first and then the number for the general population. I would keep the order the same.
Would this help at all with the signs?
