That seems to qualify as oral notice. However, I would consider that a relatively unusual circumstance. When I walk into Whataburger, they don't usually show me a safety video, and the only businesses where I have received notice (while signing in we defense contractors that had the 30.06 language on their sign in sheets). But for the vast majority of daily interactions with publicly open establishments, I would contend that oral notice is rarely "monitored" as asked by the OP. Just my opinion based on my observations over the last 20 years of being a TX CHL holder.
