When is a bar not a bar?
IOW, a Bar, correctly posted Red 51% sign... ..during non public hours, no bartender on site, not serving drinks, no sales at all... is it still off limits by law to CC?
My company has paid use of a facility that is a meeting hall and then have a bar on site.. We use the facility in both normal operating hours and when the place is closed to the members and public. Clearly when they are open and operating as a bar, the bar area at least is off limits.. but is that same space off limits when they are not open, not serving, no sales at all, not even a bartender on site?

Yes if it is a permitted premise that during any portion of the day, it derives 51% of its sales from on premise consumption, the 51% posting is valid and enforceable. It's like one that sells food up until midnight, but then from midnight until 2 am, it only serves alcohol, it is still considered a 51% location.
Take away the Second first, and the First is gone in a second

So in your opinion a 51% establishment even when closed and no employees on site, is still a prohibited place?
I think that is how the law reads as well....and i assume, its just because they did not envision the scenario I face as something to address.
In further consideration.... if ONLY the bar area of this building is actually prohibited, and not the remaining multi use rooms, its not an issue as I only access the front entrance way and the restrooms therein. The door to the bar area is locked and not even accessible to us during non buisness hours as I only have a key and alarm codes for the front door.
So "I THINK" I just need to confirm if it is JUST the bar area that falls under the prohibited areas...or not.

The permitted premise will have a floor plan detailing exactly which part of the establishment is covered under the permit. If the adjacent rooms are used to consume alcohol purchased from the bar, then it will more than likely be under the permit, and also 51%. If not, then those areas will not be prohibited for carry, under the TABC 51% statute. You will have to view the floor plan before knowing for sure.
