Can an out of state CCWer open carry in Texas?
I had someone asked me if an out of state CCWer open carry in Texas under the reciprocity agreement?

When in Rome do as the Romans. The laws of carry in Texas apply to reciprocal licensees from those state while they are in Texas.

Yes, they can. GFSZ thing is fuzzy with non-TX LTC though, there are many here with more legal expertise then I however.
I'm not big on .380 or pistol "loaning", but Ruger LCP seems to have great reviews, or G42.

I hesitate to put a micro pistol in someone's hands as an 'introductory' pistol. Full sized handguns are more enjoyable to shoot and tend to make new shooters want to come back again...just my opinion.

Not a fan of Ruger LCP. One of the few I've ever gotten rid of. Terrible sights, snappy recoil (didn't bother me or my wife but might for a beginner), and it does not slide lock on last round. Replaced it with similar size Sig 938 (9mm, good sights, but more expensive) but they also make the 238 which is 380.

If the out of state person has a license from their state and Texas recognizes the licenses from that state then yes.

OP had edited the original topic name&question. Originally the question posed involved "loaning" a pistol, in a sense of which do you recommend etc.

I don't know how that 380 loan question even got on to my title? I certainly did not want to ask that question.
