According to the article and its updates:

On 13 May Via bus driver told 36 yo man (with LTC per article) he could not get on bus because he did not have on a mask.

Pax on bus "became upset." Another man, 38 yo, exited bus and started arguing with LTC man, then attacked him. LTC man fell to ground, his handgun fell from holster. LTC man picked up his gun and shot man who attacked him. LTC man remained on scene until police arrived, guy who was shot went to h hospital and LTC man charged with aggravated assault with a deadly weapon.

I would be interested to see a video of this, if it exists. Lot of missing pieces.

says LTC man was standing in front of bus preventing it from moving. Dunno if true, but would help explain confrontation.

Sounds like the sort of person who doesn’t have the temperament to have an LTC.

Most likely will not have one after this.

I'm confused on the order of events. What I read was:
As the armed man was waiting, the victim exited the bus and confronted the man.

The verbal altercation turned physical. Jackson told police the man attacked him, causing Jackson to fall to the ground and his gun to fall from the holster.
If the passenger exited the bus and initiated the confrontation with the man, initiated the altercation and then got physical with the LTC. At what point is a person allowed to defend themselves from someone that initiates the confrontation and gets physical first?

My concern is that SATX is so liberal, they'd jail a a kid with a PB&J sandwich if a person with a peanut allergy was near-by.

I think the key question here is who initiated the confrontation. If the LTC holder was standing in front of the bus, preventing it from moving, that could be a provocation, IMHO. At any rate, it appears that the LTC didn't do a great job of de-escalating the situation.

It sounds like there were at least a few witnesses, so hopefully the facts will come out.

Purposing standing in front of the bus and preventing it from moving on.

Would that be considered hijacking?

He was armed.

Kidnapping?

I betcha there are a bunch of federal statutes about interfering with buses.
