Apparently man with Subway sandwich had a license to carry.
Also sounds like he was back shot.

Looks like this is in Ohio, not Indiana.
Also, those stories vary widely enough that it would seem easier to find fact to support one or the other.

The cameras are (relatively) cheap, but the management of them (storing, indexing, retrieving, responding to requests, blotting out personal data, etc) is not. Some medium and smaller departments who adopted them have since stopped using them because of the hit on their budgets.

That seems to be a bad place to make budget cuts. If they prevent just one law suit it seems they would pay for themselves. It would have saved a whole lot of head aches in this case for sure. Sovereign immunity protects against most lawsuits, and for those lawsuits that remain, statutory limits (in some cases) and insurance covers them. Camera management comes out of current operating budgets.
