Ah, that makes sense, I suppose that's why UHaul went with the rebar cages. That probably cuts down on losses to opportunistic thieves with a sawzall behind the seat, but the recycle value of cat converters is apparently high enough that the next level professional thieves just steal the whole truck.
ETA: This morning I found a padlock on the back of one of my UHaul trucks cut.

Nothing else missing, I got on my belly and checked the converter and the gas tank, and the battery was still in the engine compartment, same on nearby trucks. Guess they just wanted to see if there was anything valuable in the cargo box, which was empty except for a dolly and bag of blankets.
