I doubt it. I mean, they can make a rule, but it would have no authority over someone who didn’t live in the HOA. Also, if the HOA president gave you a hard time about it, you could take a lesson from the Ukrainians. :evil2:

I think you will find that an HOA has no control over airspace.

49 U.S. Code § 40103 gives the federal government exclusive sovereignty over U.S. airspace.
The FAA regulates drone operations under Part 107, enforcing standards for both hobbyists and commercial operators.
State attempts to regulate airspace are unenforceable against FAA supremacy.
