Flock Cameras and gun ranges

Seeing this pop up in a few places on social media. Flock cameras being placed at gun ranges or pointed at gun range parking lots and entrances. For the gun range owner, it may be for property protection, but privacy is a huge concern with Flock cameras. If local governments are pointing them at entrances or parking lots, that is a lot of data being collected about when, how often, and who (vehicle and facial recognition) goes to gun ranges.

Question is, who installed these cameras? Was it the range owner or a city, county, state or federal government entity? Flock cameras are not purchased. Flock leases them out at around $2,500.00 each annually. That could be a large expense for a business owner but if it is a government agency, who approved the budget for these? If the business owner had them installed, Who can see the captured data?
I think if I see these at a range I go to, I will change ranges.
